Traffic control devices are defined as all signs, signals, markings, and other devices used to regulate, warn, or guide traffic, placed on, over, or adjacent to a street, highway, pedestrian facility, or bikeway by authority of a public agency having jurisdiction. The need for uniform standards was recognized long ago, and the MUTCD is a result of much research and several editions since 1935 in order to establish and facilitate those uniform standards.

When the normal function of the roadway is suspended, TTC (Temporary Traffic Control) planning provides for the continuity of the movement of motor vehicle, bicycle, and pedestrian traffic; transit operations; and access to property and utilities. The primary function of a TTCC is to provide for the reasonably safe and efficient movement of road users through or around TTC zones while reasonably protecting workers, responders to traffic incidents, and equipment. This function is accomplished by proper installation and maintenance of appropriate Traffic Control Devices.

This course offers general and specific criteria for Temporary Traffic Control Zone Devices for engineers providing traffic control design, installation, construction, and inspection services.
